    He could have switched it off and then he could have dismantled it.
    He wanted to get the certificate from Artificial Intelligence Research and Development(AIRD)
    Yes, Computers can work without a harddisk. We can use memory cards, pendrives, CDs, Floppys to store the data.

To dismantle is to disassemble an object or a machine.If the data that was installed in the robot was so much important, he could have transfered the data to any other hard disk or computer and then switched the robot off and dismantled it.To make the robot useful to the army in order to prevent huge loss of life,the scientist Vaseegaran had to get an appoval from the AIRD that is, Artificial Intelligence Research and Development.Of course, computers can work without any hard disks.A live CD or live distro is a computer operating system that is executed upon boot, without installation to a hard disk drive. Typically, the live distro is named after the bootable medium it is stored on, such as a CD-ROM or DVD (live CD/DVD) or a USB flash drive (live USB).
